This is the term commonly used to describe the Government Finance Officers Association publication Governmental Accounting, Auditing and Financial Reporting. Initially, the blue book was the authoritative source for GAAP for state and local governments.

A written record of a transaction.

  > Base Adjustment
Adjustments made to the initial base level budget to reflect total base level funding available to the agency. The list of acceptable base level technical and policy adjustments are included in the biennial budget instructions. Adjustments are generally made on a technical or policy basis. Examples of technical adjustments are one-time appropriations and program sunsets. Examples of policy adjustments are salary increases and space rental changes.

Lt. Governor Diane Denish To Swear In New Accountants

Albuquerque—The Regulation and Licensing Department’s Public Accountancy Board members
and special guest Lt. Governor Diane Denish will be swearing in over 43 certified public accountants
at its Spring 2006 Swearing In Ceremony in Albuquerque on Saturday.

The Lt. Governor will deliver the keynote address and administer the oath of office to 35 new
licensees and eight licensee transfers from other states
.
“I consider Certified Public Accountants to be public servants who are tasked with keeping the
public trust,” Denish said, “by taking an oath of office these newly minted CPAs are telling the
people of New Mexico they are here to serve a higher purpose and I am excited to be part of their
entrance into the field.”
